Government Drafts Law to Make National Cleaning Days Mandatory for All Ugandans

The Minister of Health, Dr. Chris Baryomunsi

The government, through the Ministry of Health, is drafting a statutory instrument that would make participation in national cleaning days mandatory for all Ugandans.

The Minister of Health, Dr. Chris Baryomunsi, confirmed the development at the Office of the Prime Minister ahead of the national cleaning exercise scheduled for Saturday, October 31. However, he did not provide details of the proposed statutory instrument.

Baryomunsi said the draft would first be presented to Cabinet on Monday next week before being released to the public for discussion and debate ahead of its formal enactment.

The minister also questioned why some Ugandans continue to remain indoors during national cleaning exercises, arguing that the activities are intended to benefit communities by improving sanitation and keeping public spaces clean.

Meanwhile, Prime Minister Robinah Nabbanja expressed concern over garbage left along various roads after cleaning exercises, urging local leaders, particularly town clerks, to make adequate preparations to ensure waste is collected and properly disposed of.

Nabbanja emphasized the need for better coordination before and after the exercises to prevent rubbish collected during the clean-up from remaining on roadsides and other public spaces.

Government Chief Whip Dr. Jane Ruth Aceng, who also represents Lira City as Woman Member of Parliament, commended the government for selecting Lira City to host this month’s national cleaning exercise.

Aceng pledged to mobilize residents to participate in the exercise, noting that Lira City is preparing for its role as a host of one of the national stadiums expected to be used during next year’s Africa Cup of Nations (AFCON).

The proposed statutory instrument is expected to provide a legal framework for participation in national cleaning days, although its specific provisions and potential enforcement measures have not yet been disclosed.
