NSSF Abandons Land-Swap Deal, Moves to Reclaim Entire 55 Acres from Amos Nzeyi in Temangalo

NSSF Moves to Reclaim Entire 55 Acres from Amos Nzeyi in Temangalo

The National Social Security Fund (NSSF) has abandoned its proposed land-swap arrangement with businessman Amos Nzeyi and resolved to recover the entire 55 acres at the centre of their long-running land dispute in Temangalo, Wakiso District.

NSSF Managing Director Patrick Ayota disclosed the development while appearing before Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), telling legislators that the Fund had reached a fresh understanding with Nzeyi under which the businessman would vacate the disputed property and surrender it to NSSF.

Ayota noted that the Fund already holds the registered title to the land and is now pursuing its full recovery.

The latest development marks a major shift in NSSF’s approach to resolving the dispute, following months of negotiations and an earlier proposal that would have involved the Fund relinquishing part of the property in exchange for an alternative arrangement.

In August 2026, NSSF proposed that Nzeyi surrender 10 acres of alternative land to the Fund and purchase the remaining 45 acres he occupies at the prevailing market value.

The proposed transaction was to be subjected to valuations by the Government Chief Valuer and private valuers, alongside approvals from the NSSF Board and the responsible minister, as well as compliance with the Public Procurement and Disposal of Public Assets (PPDA) framework.

However, Ayota told the committee that the proposed arrangement had proved cumbersome, given the multiple institutional approvals required and the extensive consultations involved.

The Fund has consequently opted for a revised approach that will see it recover the entire 55 acres rather than proceed with the proposed land exchange and partial sale.

The decision signals a renewed effort by NSSF to secure full possession of the Temangalo property, which has remained at the centre of a protracted dispute between the Fund and Nzeyi.
