Kadaga Prioritizes Drafting of East African Federation Constitution Under Uganda’s EAC Leadership

The First Deputy Prime Minister and Minister for East African Community Affairs, Rebecca Kadaga

The First Deputy Prime Minister and Minister for East African Community Affairs, Rebecca Kadaga, has announced plans to prioritise the drafting of a Constitution for the proposed East African Federation during Uganda’s leadership of the East African Community (EAC) Summit of Heads of State under President Yoweri Kaguta Museveni.

Kadaga says Uganda intends to use President Museveni’s tenure at the helm of the regional bloc to accelerate progress towards achieving one of the key pillars of regional integration — the establishment of a political federation.

She made the remarks while launching activities in preparation for the upcoming East African Community Marathon, scheduled for November 29, 2026, at Kololo Ceremonial Grounds in Kampala. The launch took place at her office in Kampala.

Kadaga emphasised the government’s commitment to strengthening regional integration, noting that Uganda aims to have the drafting of the East African Federation Constitution completed before President Museveni’s tenure as EAC Chairperson comes to an end.

She said the initiative forms part of broader efforts to deepen cooperation among EAC Partner States and advance the long-standing vision of a politically integrated East African region.

The proposed federation is one of the key objectives of the East African Community integration agenda, which seeks to progressively strengthen economic, political and social ties among member states.
