Museveni to Meet MPs Over ITMS Probe as Parliament Weighs Fate of Russian-Operated System

President Yoweri Kaguta Museveni

The Parliamentary Committee on Physical Infrastructure is scheduled to meet President Yoweri Museveni this week as investigations into alleged irregularities in the Integrated Transport Monitoring System (ITMS), operated by Russian company Joint Stock Company Global Security Ltd, enter their final stage.

The meeting follows the conclusion of consultations with 19 stakeholders as the committee prepares to finalise its findings and submit a report to Parliament next week.

Speaking to journalists at Parliament after meeting with the Auditor General, committee chairperson Mwine Mpaka said the engagement with the President would be the final step before the report is presented to lawmakers.

Mpaka explained that discussions with Museveni would focus on the tax implications, economic impact and national security concerns surrounding the operation of the ITMS.

On the revenue collected by the company since the system became operational, Mpaka declined to disclose the figures, saying the committee had obtained access to all three of the company’s bank accounts held in different commercial banks.

He said the verified figures would be made public in the committee’s final report, which is expected to provide a clearer picture of the company’s financial operations.

Meanwhile, Mpaka revealed that the Office of the Auditor General has been auditing the company over the past several weeks to establish the exact amount of revenue generated and expenditure incurred since 2022.

The audit findings are expected to inform the committee’s broader assessment of the ITMS, including its financial performance, compliance with tax obligations and implications for Uganda’s economy and security.

Parliament is expected to receive the committee’s report next week, after which lawmakers will consider the findings and determine whether the system should be maintained or cancelled.

The outcome could have significant implications for the future of the ITMS and the company’s continued involvement in Uganda’s transport monitoring operations.

Mao Reveals Gen. Salim Saleh-Led Talks to Secure Release of Besigye and Lukwago

The Minister of Justice and Constitutional Affairs and Democratic Party (DP) President General, Norbert Mao, has revealed that negotiations are underway under the leadership of Gen. Salim Saleh to secure the release of opposition figures Dr. Kizza Besigye and Erias Lukwago.

The two opposition leaders remain on remand facing separate charges. Dr. Besigye is charged with treason, while Lukwago faces a charge of misprision of treason. Both have reportedly experienced deteriorating health conditions, with attempts to secure medical bail yet to succeed.

Dr. Besigye has been in detention since November 2024, while Lukwago was arrested in June 2026.

Speaking about the ongoing negotiations, Mao said he was part of the mediation team and expressed optimism that the two leaders would soon regain their freedom and access unrestricted medical care.

He emphasised that their health should be the immediate priority, calling for efforts to ensure they receive the medical attention they need.

Mao’s remarks come amid growing concern over the health and detention of the two opposition figures, whose cases have attracted public and political attention.

In the same forum, Mao also challenged the government’s directive to abolish the use of charcoal, arguing that the public must first be sensitised about the dangers of deforestation and environmental degradation.

He called for affordable and accessible alternative energy sources that ordinary Ugandans can realistically adopt before restrictions are enforced.

Mao stressed that environmental protection efforts should be accompanied by public awareness campaigns and practical solutions that take into account the economic realities facing households that depend on charcoal for cooking.
