Auditor General Edward Akol has told Parliament that his office was unable to conduct a comprehensive audit of the Intelligent Transport Monitoring System (ITMS) project due to inadequate documentation.
Akol made the revelation while appearing before Parliament’s Committee on Physical Infrastructure, which is investigating the digital number plate project.
He explained that when his office insisted on conducting the audit, it was referred to the Office of the President, where officials reportedly informed him that the ITMS project was still in its pilot phase and therefore could not be audited.
The revelation follows a decision by the committee, chaired by Mwine-Mpaka, to order the arrest of two officials from the Office of the Auditor General to compel Akol to appear before the legislators and explain why his office had not audited the company since its inception in 2022.
The committee had raised concerns over the absence of an audit, despite the project operating under a public-private partnership arrangement.
The ongoing parliamentary inquiry is examining the implementation and accountability of the ITMS project, with the availability of documentation and the circumstances surrounding the audit process remaining key issues under scrutiny.
