The Leader of the Opposition in Parliament, Joel Ssenyonyi, has challenged leaders, particularly those serving in government, to reflect on their record of protecting human rights and upholding the rule of law as they build their legacies.
Ssenyonyi made the remarks in Parliament on Tuesday while responding to a government statement delivered by Prime Minister Robinah Nabbanja during a special sitting to pay tribute to the late Rt. Hon. Gen. (Rtd) Moses Ali.
While acknowledging Moses Ali’s contribution to Uganda and the statesmanship for which he was being remembered, Ssenyonyi said public officials should use their time in office to serve with integrity and ensure they leave behind a positive legacy rooted in respect for human rights and the Constitution.
He urged leaders to recognize that public office is temporary and called on all public servants to recommit themselves to selfless leadership, accountability, good governance and strengthening public institutions.
Ssenyonyi stressed that the true measure of leadership lies not only in the positions one occupies but also in the impact one’s decisions have on the lives of citizens and the institutions they leave behind.
Earlier, Prime Minister Robinah Nabbanja, who is also the Leader of Government Business in Parliament, delivered the official government tribute, describing Moses Ali as a distinguished statesman whose decades of public service made a significant contribution to Uganda’s development.
Nabbanja highlighted the various positions held by the late leader throughout his career under both the Idi Amin and President Yoweri Museveni administrations. She noted that Moses Ali served in several ministerial portfolios, as a Member of Parliament, lecturer and army commander.
She also credited him with making significant contributions to national governance and to the National Resistance Army (NRA) liberation struggle.
Moses Ali died on Saturday, July 18, 2026, at Nakasero Hospital in Kampala at the age of 87.
He is expected to be laid to rest on Wednesday at his ancestral home in Adjumani District following official funeral prayers and a regional memorial gathering.
