Museveni Sacks More Senior Works Ministry Officials Over Busega–Mpigi Expressway Cost Escalation

President Yoweri Kaguta Museveni has dismissed at least six more senior technocrats in the Ministry of Works and Transport as investigations into alleged corruption and escalating costs on the Busega–Mpigi Expressway project intensify.

The development was disclosed by the Minister of State for Works, Fred Byamukama, while appearing before Parliament’s Committee on Physical Infrastructure to present an update on the state of the country’s road infrastructure.

Byamukama told the committee that several senior officials had already been removed from office as investigations into the multi-billion-shilling project continue, although he did not disclose their identities.

The latest dismissals follow President Museveni’s earlier suspension of senior engineers Edwin Raymond Kiyaga and Dickens Ahimbisibwe.

The Ministry’s Permanent Secretary, Waiswa Bageya, was also sent on forced leave to allow investigations into the project.

The Busega–Mpigi Expressway has come under intense scrutiny after its estimated cost reportedly rose from about Shs547.5 billion to more than Shs1.2 trillion, raising concerns over possible financial mismanagement and value for money.

Meanwhile, Kyoga North County MP Godfrey Ocen has called for investigations by the Criminal Investigations Directorate (CID) into alleged overpricing and possible fraud in government road projects.

Ocen questioned the wide disparities in road construction costs, noting that while some roads cost about Shs4 billion per kilometre to construct, others cost as much as Shs10 billion to Shs13 billion per kilometre.

He argued that such variations could point to deliberate attempts to defraud the Government, inflate project costs and increase the country’s public debt.

The legislator also urged President Museveni to intensify the fight against corruption within the Ministry of Works and Transport to safeguard public resources.

Parliament continues to scrutinize the Busega–Mpigi Expressway project as investigations into the alleged mismanagement of funds and soaring project costs remain ongoing.
