Two Bulambuli District officials have been charged before the Anti-Corruption Division of the High Court in Kampala over allegations of abuse of office and causing financial loss to the government in separate incidents that occurred in 2021 and 2022.
The accused are Dr. Richard Muhamed Mulongo, the Senior Medical Officer and Officer-in-Charge of Muyembe Health Centre IV, and Paul Walimbwa, the Bulambuli District Engineer. The cases are being heard by Justice Christopher Opit.
According to Prosecutor Raymond Mugisa, Dr. Mulongo allegedly abused his office by authorizing the irregular construction of a pit latrine at Muyembe Health Centre IV without following the required procedures and standards.
He is also accused of irregularly requisitioning Shs7 million for the project and negligently disregarding procurement procedures, resulting in the loss of public funds after the facility reportedly never became operational.
In a separate case, Engineer Walimbwa is accused of authorizing the supply of door frames and window casements in quantities exceeding those required for the construction of the Bulambuli District Local Government administration block without obtaining the necessary approvals or following procurement procedures.
Prosecutors allege that his actions caused a financial loss of Shs20.12 million to the district.
Both accused pleaded not guilty to the charges.
Dr. Mulongo is represented by Counsel Monica Namuganza, while Engineer Walimbwa is represented by Counsel Faith Luchivya.
The court adjourned the cases to August 3, 2026, to hear their bail applications. Both officials remain on remand at Luzira Prison.
