Three Ex-Officio Ministers Take Oath at Kololo

Three ex-officio ministers who were unable to take the Oath of Allegiance during Parliament’s inaugural sitting on Wednesday were on Thursday sworn in at Kololo Ceremonial Grounds, where Parliament convened for the presentation of the 2026/27 national budget.

The ministers are Joyce Juliet Nabosa Ssebuggwawo, the State Minister for ICT and National Guidance; Edward Katumba Wamala, the Minister of Works and Transport; and Siraj Musa Ali, the State Minister for Transport.

The trio took the Oath of Allegiance before President Yoweri Kaguta Museveni during a plenary sitting presided over by Speaker of Parliament, Jacob Oboth-Oboth.

Following the swearing-in ceremony, Speaker Oboth-Oboth congratulated the ministers on their appointments and urged them to serve the country diligently and effectively in their respective portfolios.

The ministers were also presented with copies of the Constitution of the Republic of Uganda and the Rules of Procedure of Parliament to guide them in the discharge of their responsibilities as both ministers and Members of Parliament.

With the swearing-in of the three ministers, only Janet Kataaha Museveni, the Minister of Education and Sports, remains unsworn among the 21 ex-officio ministers appointed to serve in the 12th Parliament.

The ceremony took place ahead of the reading of the national budget for the 2026/27 financial year, a key event marking the beginning of the government’s fiscal agenda for the New Year.
