The Deputy Speaker of Parliament, Thomas Tayebwa, has urged Members of Parliament to embrace research in order to improve the quality of debate and legislation in the House.
Tayebwa made the remarks during the opening of a three-day orientation programme for Members of Uganda’s 12th Parliament at the Parliamentary South Parking Lot in Kampala.
The orientation programme, which officially commenced today, is aimed at equipping newly elected legislators with the knowledge and skills required to effectively carry out their parliamentary duties.
In his address, Tayebwa reminded MPs that they are expected to supervise and scrutinise a national budget they did not personally approve, stressing the importance of thoroughly studying government programmes and understanding the needs of the people they represent.
He also pledged equal and fair treatment for all legislators on the floor of Parliament, regardless of political affiliation, saying no member’s views would be suppressed during parliamentary debates.
Tayebwa emphasised that every MP deserves equal respect because they were elected by the people to represent their interests in Parliament.
The Deputy Speaker further encouraged legislators to master the Rules of Procedure, noting that a strong understanding of parliamentary processes is key to becoming effective lawmakers.
