Lawyers, Activists Petition IGG to Investigate Speaker Anita Among

A group of lawyers and activists has petitioned the Inspector General of Government (IGG), seeking a comprehensive investigation into the outgoing Speaker of Parliament, Anita Annet Among, over alleged breaches of the Leadership Code Act.

The petition, which was filed and received by the Inspectorate of Government’s Central Registry on Wednesday, May 13, 2026, accuses Among of allegedly failing to declare or under-declaring her wealth, assets and liabilities as required under Ugandan law.

The development comes amid growing public scrutiny following the recent display of Among’s Rolls-Royce Cullinan, a luxury SUV reportedly valued at about Shs3.4 billion.

The petitioners are requesting the IGG, headed by Justice Naluzze Aisha Batala, to provide them with a copy of Among’s declaration, “if any,” in order to verify compliance with the Leadership Code Act.

The petition was signed by Andrew Karamagi, Mercy Munduru, Kato Tumusiime, Gift Grace Achilla, Praise Aloikin and Godwin Toko.

Speaking on behalf of the petitioners, Gift Grace Achilla said the move is neither politically motivated nor intended as a witch-hunt, but part of their continued campaign against corruption in the country.

“We are pursuing accountability and transparency in public office,” Achilla said.

The petitioners also expressed readiness to cooperate with the Inspectorate of Government in conducting a timely investigation to ensure public offices are managed with “integrity, professionalism and teamwork.”

Speaker Among has previously dismissed allegations of financial impropriety as politically motivated attacks and “witch-hunts.”

Under the Leadership Code Act, public officials are required to declare their assets, income and liabilities every two years, with declarations submitted in March.

The Inspectorate of Government confirmed that the latest declaration cycle for leaders was completed in 2025.
