National Human Resource Survey Report 2023/24 Highlights Private Sector Dominance and Calls for Job Creation

The National Human Resource Survey Report 2023/24 has been officially launched at Statistics House, with leaders urging stronger support for private sector growth as a key driver of job creation in Uganda.

Speaking at the launch, Stephen Mukitale, Deputy Chairperson of the Executive Board of the National Planning Authority, emphasized the need to empower private businesses and improve working conditions for workers across the country.

He noted that expanding the private sector remains essential in addressing unemployment, given the government’s limited capacity to absorb the growing labour force.

The report shows that Uganda has over 2.1 million employees in formal establishments, with the majority—about 1.6 million—working in the private sector, compared to just over 500,000 in the public sector.

Sector-wise, education employs the largest share of workers, followed by trade, manufacturing, and financial services.

However, the findings also reveal a persistent gender imbalance, with men dominating employment across all sectors.

In terms of employment type, most workers are on fixed-term contracts, followed by those in permanent positions, while casual employment accounts for the smallest share.

The data further indicates that young people aged 18 to 30 make up the largest portion of the workforce, while those above 65 represent the smallest group, with most still engaged in the private sector.

The report is expected to guide policy decisions aimed at improving working conditions and promoting inclusive economic growth.
