Constitutional Court Upholds DP–NRM Cooperation Agreement

The Constitutional Court has dismissed a petition challenging the cooperation agreement between the opposition Democratic Party (DP) and the ruling National Resistance Movement (NRM), ruling that the arrangement does not violate the Constitution of Uganda.

In a unanimous decision led by Justice Asa Mugenyi, the court found that the 2022 agreement between DP and NRM was lawfully entered into and did not breach any constitutional provisions.

The petition had been filed by six DP Members of Parliament, including Richard Lumu, Dr. Lulume Bayigga, Lukwago Mpalanyi and Fredrick Kayondo.

They argued that DP President General Norbert Mao acted unconstitutionally by signing the cooperation deal with the NRM without consulting party legislators and other stakeholders.

However, the court determined that Mao did not contravene the Constitution by entering into the agreement on behalf of the party.

The cooperation agreement, signed in 2022, seeks to promote collaboration between the two parties on key governance issues, including electoral reforms, national dialogue and institutional strengthening.
