Mityana District Officials Arrested Over Alleged Nepotism in Recruitment

The State House Anti-Corruption Unit (SHACU) has arrested the Chairperson of Mityana District Service Commission and three other officials over suspected nepotism in the district’s recruitment processes.

The arrested officials include Dr. Fred Lwasampijja, Chairperson of the District Service Commission; Andrew Ssekibuule, a commission member; Hussein Mukiibi, Secretary to the Commission; and Anna Maria Nassali, the District Vice LC 5 Chairperson.

The four were picked up by SHACU and police on Thursday and transferred to Kampala for interrogation.

Preliminary investigations revealed allegations of irregular recruitment practices.

The officials are accused of conspiring to favor their relatives, undermining meritocracy and fair competition for available positions.

According to SHACU, Dr. Lwasampijja allegedly influenced the appointment of his daughter as Municipal Labour Officer in Mityana Municipality, despite her lacking the necessary qualifications.

Meanwhile, Vice Chairperson Nassali is suspected of using her position to secure her husband’s appointment as an Education Assistant in Guidance and Counseling.

Ssekibuule is accused of facilitating the appointment of his wife as head teacher of Kasalaga Primary School, as well as recruiting his son as an accountant and his daughter as a Grade 3 teacher in the municipality.

SHACU noted that none of these appointments included disclosure of conflicts of interest, violating the Leadership Code Act and Public Service Standing Orders.

The arrests follow broader concerns over corruption in Uganda’s local government recruitment.

In August 2025, the Inspectorate of Government (IG) reported that job seekers paid at least UGX 29 billion in bribes between 2018 and 2022 to secure public service positions.
