Norbert Mao Declares Bid for Speaker of Uganda’s 12th Parliament, Vows to Tackle “Grand Corruption”

Norbert Mao, President General of the Democratic Party (DP) and current Minister for Justice and Constitutional Affairs, has officially announced his candidacy for Speaker of Uganda’s 12th Parliament.

Speaking at a press conference, the MP-elect for Laroo-Pece said his extensive “consultation phase” has concluded, during which he engaged with various stakeholders, including fellow MPs-elect and the President of Uganda.

In his address, Mao emphasized the importance of vigilance in the political landscape following the 2026 general elections. Drawing on a slogan from a presidential candidate he supported “protecting the gains” he urged Ugandans to never take leadership or stability for granted.

Describing the next five years as “critical” for the country, Mao highlighted concerns over corruption, saying, “Ugandans are not yet in a very good position to check abuse of power. That is a war we still have to wage.

And the greatest abuse of power is manifested through corruption.” He clarified that his focus will be on “grand corruption” by those in positions of power, rather than minor bribery.

Mao pledged to lead a Parliament that acts as a robust check on the executive, recognizing both the possibilities and limits of government authority.

Returning to Parliament after 20 years having represented Gulu Municipality between 1996 and 2006 Mao carries a reputation as a formidable debater and anti-corruption crusader.
