The Ministry of Internal Affairs has denied claims that recent leadership changes at the Directorate of Citizenship and Immigration Control were influenced by social media remarks from Muhoozi Kainerugaba, Chief of Defence Forces.
Ministry spokesperson Simon Peter Mundeyi stated that the recall of Maj. Gen. Apollo Kasita Goowa, Director of Citizenship and Immigration Control, and Brig. Johnson Namanya, Commissioner of Citizenship and Passport Control, was a routine decision by the Uganda People’s Defence Forces, marking the completion of their tour of duty.
The officers were directed last week to report back to UPDF headquarters, effectively concluding their assignment at the immigration directorate.
The Ministry clarified that the decision was not related to Gen. Muhoozi’s online comments regarding officers allegedly frustrating Ugandan-Banyarwanda seeking national identification documents.
Both officers were commended for improving operations, and the Ministry assured the public that passport processing, visa services, and compliance inspections are continuing without disruption.
The Ministry emphasized that staffing decisions follow official institutional procedures and are not influenced by social media posts.
