AFIEGO Warns EACOP Livelihood Programme Risks Pushing Communities Into Poverty

A new report by the Africa Institute for Energy Governance (AFIEGO) has raised concerns about the effectiveness of the Livelihood Restoration Programme (LRP) under the East African Crude Oil Pipeline (EACOP) project in Uganda, warning that affected communities risk falling into long-term poverty if gaps are not addressed.

Speaking on behalf of AFIEGO, Communications Officer Diana Nabiruma said the study indicates that many of the 3,648 households displaced by the project view the restoration programme as inadequate, jeopardizing efforts to restore them to their pre-displacement socio-economic status.

The research, conducted between June 2025 and February 2026, found that nearly 40 percent of project-affected persons hold negative attitudes toward the pipeline, citing safety concerns and potential impacts on agricultural livelihoods.

Participants also reported delays and poor quality of agricultural inputs, insufficient training programmes, and inadequate food assistance.

AFIEGO has called on the government and project developers to strengthen oversight, address implementation gaps, and actively engage affected communities to ensure sustainable livelihoods and prevent further impoverishment.
