The Auditor General has warned that maintenance standards at Mutesa II Stadium in Wankulukuku remain below acceptable levels due to the absence of a formal pitch maintenance team and lack of appropriate equipment.
In his December 2025 report presented to Parliament, Auditor General Edward Akol also raised concerns over delays in the construction and renovation of key sports facilities, including the Mandela National Stadium Annex and the Kyambogo University Training Grounds.
Akol attributed the delays to slow procurement processes and inadequate funding, noting that the contract for the renovation of Mandela National Stadium has yet to be signed. He added that works at the other facilities remain incomplete, with no clear timelines for completion.
In response, the National Council of Sports said progress has been made on other projects, revealing that Hoima Stadium was completed ahead of schedule, Akii-Bua Stadium is expected to be ready by August 2026, and the Phase Two contract for Mandela National Stadium is nearing completion.
Despite these assurances, the Auditor General urged the Council to intensify efforts to mobilize funding, strengthen project supervision, and closely coordinate with the Confederation of African Football (CAF) to ensure the country’s preparedness for the Africa Cup of Nations (AFCON) games.
Meanwhile, the report also exposed a corruption syndicate within government procurement processes, citing cases where similar items were quoted at different prices across agencies and departments. Akol warned that such practices defraud the government and lead to significant losses of taxpayers’ money.
