UPC Calls for Backup Manual Voter Registers Amid Concerns Over Biometric Machines

The Uganda People’s Congress (UPC) has urged the Electoral Commission (EC) to adopt manual voter registers as a backup plan to mitigate potential issues with biometric verification systems during the 2026 general elections.

This suggestion comes as the EC has already announced its plans to introduce biometric voter verification in place of traditional voter registers for the upcoming elections.

The Commission has also assured that regulatory changes are underway to make biometric verification mandatory for all voters.

Addressing journalists at the party headquarters today, UPC spokesperson Faizo Muzeeyi acknowledged the importance of embracing technology but emphasized that unforeseen circumstances could necessitate adjustments.

Muzeeyi pointed out that the EC has faced challenges with biometric machines in past elections, citing instances of breakdowns and technical glitches.

He warned that such issues could cause significant disruptions on voting day if they arise again in 2026.

In addition to his concerns over the biometric system, Muzeeyi condemned the continued harassment of opposition presidential candidates by security forces during election campaigns, calling for an end to the intimidation.
