Hongera Saana Uganda Director Ashiraf Muyomba Charged with Fraud Over Fake Government Procurement Scheme

Ashiraf Muyomba, the Executive Director of Hongera Saana Uganda Limited, has been arraigned before the KCCA Chief Magistrates Court facing allegations of defrauding suppliers of nearly Shs 800 million through a fraudulent government procurement scheme.

Muyomba is charged with three counts: obtaining goods by false pretence, forgery, and uttering false documents. He was remanded to custody and will reappear in court on December 10 for further proceedings.

The charges stem from an investigation by the Anti-Corruption Directorate, in collaboration with the office of the Director of Public Prosecutions (DPP) and the Criminal Investigations Directorate.

Authorities allege that between December 2024 and April 2025, Muyomba’s company falsely claimed to be affiliated with the Presidential Mobilization Body for Peace and Development, under the Office of the President.

Hongera Saana Uganda is accused of publishing a fake bid notice in newspapers, inviting suppliers to provide goods for the purported government project.

Muyomba allegedly entered into contracts with several suppliers, including Isaac Kezimbira of KKN Enterprises and Shillo Nasali of Kisco International Limited, for goods worth nearly Shs 800 million.

The items supplied included thousands of kilograms of maize, soya, groundnuts, rice seeds, posho, cooking oil, sugar, mattresses, branded T-shirts, umbrellas, and caps, among others.

However, despite multiple attempts by the suppliers to secure payment, authorities claim they were unsuccessful.

Investigations have revealed that Hongera Saana Uganda had no formal affiliation with the Office of the President, debunking the fraudulent claims made in the bid notice.
