Uganda’s Water Corporation Warns of Rising 116 Billion Shilling Arrears

Eng. Alex Gisagara, Senior Advisor for Engineering Services at NWSC

The National Water and Sewerage Corporation (NWSC) has raised concern over growing unpaid water arrears, which now total 116 billion shillings, warning that the backlog is threatening its ability to expand water services across Uganda.

The issue was highlighted by Eng. Alex Gisagara, Senior Advisor for Engineering Services at NWSC, during a meeting with Parliament’s Committee on Environment and Natural Resources, which was scrutinizing unpaid water bills among government agencies.

Eng. Gisagara explained that the increasing arrears pose a critical challenge to the corporation’s operations, particularly in extending water services to underserved areas.

He further noted that despite the recent quarterly budget releases by the Ministry of Finance, which allocated funds to help clear these arrears, only 962.3 million shillings has been paid so far out of the total 116 billion shillings owed.
