Uganda Medical Association Raises Concerns Over EOC Tribunal Ruling Contradicting Ministry of Health Guidelines

The Uganda Medical Association (UMA) has expressed deep concern over a recent Equal Opportunities Commission (EOC) tribunal ruling that contradicts expert guidance from the Ministry of Health (MoH) regarding job specifications and leadership requirements in the health sector.

UMA alleges that the ruling raises serious questions about the tribunal’s impartiality in handling the case.

Representing medical doctors in Uganda and the diaspora, UMA is committed to promoting the welfare of medical professionals, ensuring professionalism, and advocating for quality health care across the country.

Speaking to the press at Mulago Guest House, UMA President Dr. Herbert Luswata condemned the tribunal’s apparent misunderstanding equating qualifications of other health professionals with a Bachelor of Medicine and Bachelor of Surgery or Bachelor of Dental Surgery, which are essential for leadership roles in hospitals.

Dr. Luswata emphasized that the scheme of service, job descriptions, and personal specifications clearly distinguish leadership roles based on the need for specialized training.

The Ministry of Health, through its expert guidance to the Ministry of Public Service and Health Service Commission, ensures that positions in hospitals and health agencies are filled by the most qualified professionals to deliver effective and safe healthcare services.

UMA is concerned that the tribunal disregarded the MoH’s evidence, prompting the association to call on the Ministry and Attorney General to appeal the ruling in the High Court to safeguard medical standards and uphold WHO policies.

Dr. Luswata also clarified that UMA was misrepresented in the case, which was directed against the Minister of Health and the Attorney General, leading UMA to hire legal counsel to support the government’s efforts.

Meanwhile, UMA urges all health workers to pursue proper qualifications and training to achieve their career goals without resorting to shortcuts that could compromise healthcare quality.
