Police Mandate CCTV and Lifesavers at School and Recreational Swimming Pools Following Student Drowning

The Uganda Police have issued a directive requiring all schools and recreational facilities with swimming pools to install CCTV surveillance systems and deploy trained lifesavers, as part of renewed efforts to enhance safety and emergency response.

This move follows a suspected drowning incident at Seeta High School, Mbalala Campus in Mukono District, where a Senior Six student, identified as Nsamba Kevin, allegedly drowned in the school’s swimming pool.

He was pronounced dead shortly after the incident.

Police spokesperson Rusoke Kituuma confirmed that investigations are ongoing.

As part of the inquiry, police arrested a pool attendant, Kati Dirisa, to assist in establishing the circumstances surrounding the student’s death.

Kituuma highlighted that many institutions continue to operate swimming pools without CCTV coverage, which significantly hampers investigations and delays emergency responses in critical situations.

He further noted that while schools often prioritize training and coaching at their pools, they frequently overlook the importance of stationing qualified lifesavers on-site.

Police are now calling for lifesavers to be permanently stationed at all swimming pools to ensure timely intervention in the event of accidents or drowning incidents.

The directive is aimed at preventing future tragedies, with the police warning that institutions failing to comply with these safety measures risk facing legal and administrative consequences.
