Parliamentary Committee gives Lord Mayor Lukwago, KCCA Executive Director one week to resolve differences on Auditor General’s report

Members of the Parliamentary Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE) have issued a one-week ultimatum to Lord Mayor Erias Lukwago and Kampala Capital City Authority (KCCA) Executive Director Hajat Sharifah Buzeki to reconcile their differences and present a unified response to the December 2024 Auditor General’s report.

The directive came during a meeting chaired by COSASE Vice Chairperson Allan Mayanja, which was held to review the Auditor General’s report for the financial year ending 2024.

The ultimatum follows a standoff in which Lord Mayor Lukwago disowned the official responses submitted by KCCA, claiming he was not consulted.

Lukwago warned that proceeding with unvetted responses could damage his office’s reputation, potentially justifying impeachment.

He also criticized the Auditor General’s office for failing to provide him directly with a copy of the report.

In response, Executive Director Hajat Buzeki explained that Lukwago may have misunderstood the process.

She clarified that responses to the Auditor General’s report are first reviewed by KCCA’s internal Public Accounts Committee, which includes both political and technical stakeholders.

Despite the clarification, Lukwago insisted that the meeting could only move forward if he was allowed to critique the responses line by line.

This growing friction prompted Bukimbiri County MP Eddie Kwizera to move a motion to adjourn the meeting, arguing that both parties need time to reconcile and present a harmonized position before returning to the committee.
