Kampala Ministry ordered to account for Shs 1.9 billion in questionable expenditures

The Ministry of Kampala Capital City Authority (KCCA) has been directed to submit a detailed list of beneficiaries who received a total of Shs 1.9 billion, following concerns raised in the latest Auditor General’s report.

The directive was issued by the Parliamentary Public Accounts Committee (PAC).

According to the report for the recently concluded financial year, the Ministry spent the funds on activities that were either only partially implemented or not executed as planned.

The money was initially allocated to support the coordination of the Kampala Metropolitan Master Plan and the development of the city’s drainage infrastructure.

However, the audit uncovered serious discrepancies in the actual use of the funds.

In a further revelation, the report indicated that the Ministry’s internal auditors were irregularly paid an extra Shs 75 million to perform their routine duties tasks for which they are already salaried by the government.

Despite receiving the additional payments, the auditors reportedly failed to complete the assignments they were paid for.

The audit also raised concerns over the use of Shs 150 million earmarked for monitoring activities under the Parish Development Model.

PAC noted that only one report was produced to justify the entire expenditure.

The committee has now demanded accountability from the Ministry and clarity on how the funds were disbursed and utilized.
