EC Chairperson warns Security Agencies ahead of 2026 elections

The Chairperson of the Electoral Commission, Justice Simon Byabakama, has cautioned security agencies against overstepping their mandate in the upcoming electoral processes ahead of the 2026 general elections.

Speaking to the media about the role of security during elections, Byabakama emphasized that the presence of security personnel at polling stations should not intimidate voters, as their primary responsibility is to ensure peace and order throughout the electoral process.

He revealed that the Electoral Commission is currently engaging security agencies including the Uganda Police Force, the Uganda People’s Defence Forces (UPDF), and others to clearly define their roles during elections.

Justice Byabakama warned that any security officer who exceeds their official mandate will be held individually accountable.

In addition, the EC Chairperson issued a strong warning against the formation of vigilante groups ahead of the youth village committee elections scheduled for tomorrow.

He stressed that such groups are illegal and called on the youth to refrain from violence and instead participate peacefully.

Thursday’s elections will take place across 71,208 villages, where youth will vote for nine leadership positions.

These include chairperson, vice chairperson, general secretary, publicity secretary, and secretary for female youth, secretary for student affairs, secretary for labour affairs, secretary for sports and culture, and secretary for finance.
