The Speaker of Parliament, Anita Among, has raised critical concerns regarding the successful implementation and performance of Uganda’s 2025/26 financial year budget.
Speaking at the Kololo Ceremonial Grounds formally declared as a parliamentary venue for the occasion Speaker Among delivered her address shortly after the national budget was presented, directing her remarks to President Yoweri Museveni and other top government officials.
She emphasized the need for effective monitoring and evaluation of key empowerment programs such as the Parish Development Model (PDM), Emyooga, and similar initiatives.
According to the Speaker, success in these programs hinges on efficient implementation and oversight.
Among also called for strengthened mechanisms to ensure the effective execution of high-impact projects aligned with the Fourth National Development Plan (NDP IV).
She underscored the importance of scaling up public investment in productive sectors and human capital development to drive sustainable economic growth.
Additionally, she urged accounting officers to ensure public funds are used strictly for their intended purposes, warning against misuse and inefficiency.
The Speaker advocated for reforms in customs and immigration policies to promote regional integration and facilitate the free movement of goods and services across borders.
In her closing remarks, Speaker Among called on the government to minimize reliance on supplementary budgets for unplanned expenditures.
She also stressed the need for greater restraint in public borrowing, warning that excessive debt could jeopardize the country’s financial stability.
