Speaker of Parliament, Anita Among

The Speaker of Parliament, Anita Among, has officially updated President Yoweri Museveni on the performance and accomplishments of the 4th session of the 11th Parliament, which concludes today.

This marks the beginning of the 5th and final session of the current parliamentary term.

Speaking at Kololo Independence Grounds during the State of the Nation proceedings, Speaker Among highlighted key legislative milestones achieved over the past session.

She reported that Parliament held 75 sittings, during which two oaths were administered, 35 bills were passed, three petitions were concluded, 45 resolutions adopted, and 53 committee reports presented and approved.

Among noted that Parliament had successfully passed all appropriation bills brought before the House.

She particularly emphasized progress made in enacting sector-specific legislation, including the Coffee Bill and the Cotton Development Bill, which are expected to positively impact Uganda’s agricultural sector.

“The fourth session has been productive and focused on national priorities. We have passed legislation aimed at supporting key sectors of the economy and improving service delivery,” she said.

In her address, the Speaker also informed the President of political shifts within Parliament.

Several Members of Parliament have officially notified her office of changes in political affiliation.

Among those who have joined the ruling National Resistance Movement (NRM) are Twaha Kagabo, previously with the National Unity Platform (NUP); Akol Anthony from the Forum for Democratic Change (FDC); Martin Mapenduzi, formerly Independent; and Emmanuel Ongiertho.

In a related development, Speaker Among also acknowledged the formation of a new political group, the Democratic Front, which has attracted several sitting MPs.

These include Mathias Mpuuga, Abed Bwanika, Michael Kakembo, and Juliet Kakande, all formerly affiliated with the NUP.

Speaker Among praised Parliament’s ability to operate amidst political diversity and commended its continued role in upholding democratic principles and legislative accountability.

As the 5th session begins, Parliament is expected to prioritize oversight of government programs, the national budget, and critical policy reforms in sectors such as health, education, and infrastructure.
