IGG orders dismissal of public officials over forged academic documents

The Inspector General of Government (IGG) has ordered the dismissal of four public officials from Bundibugyo, Dokolo, and Koboko districts after investigations revealed they used forged academic documents to gain employment and promotions within the public service.

According to a statement from the IGG’s office, the officials submitted falsified credentials, some of which were used to secure court-awarded compensation or influence their elevation within the service.

The directive for dismissal was signed by the Deputy Inspector General of Government, Anne Twinomugisha Muhairwe, following what the office described as successful investigations.

Among those affected is Charles Agaba from Bundibugyo District Local Government, who allegedly submitted a forged bachelor’s degree in Procurement and Logistics Management, purportedly issued by Kyambogo University.

His colleague Eve Ithungu, also from Bundibugyo, along with David Dimba Kenyi from Koboko Municipal Council and Okello David Livingstone from Dokolo District Local Government, were also found to have presented forged academic documents, including fake diplomas, ministry appointment letters, and transcripts from the Uganda National Examinations Board.

The IGG noted that such conduct constitutes gross misconduct under the Public Service Standing Orders of 2021.

The regulations define these actions as a serious breach of trust between a public officer and the employer, and grounds for dismissal in the public interest.

The Inspectorate continues to express concern over the increasing number of public servants, especially at the local government level, who are using fake academic qualifications to enter and rise through the public service ranks.
