President Yoweri Museveni has come under criticism for failing to convene the National Policy Committee (NPC) meetings, a crucial oversight mechanism mandated to meet quarterly to monitor and guide the implementation of the Parish Development Model (PDM).
The concern was raised during a session of the Public Accounts Committee (PAC), chaired by Hon. Muwanga Kivumbi.
This followed revelations in the Auditor General’s report for the financial year ending 2024, which indicated that the NPC had not held a single meeting throughout the year.
Lawmakers noted that the absence of these high-level oversight meetings has significantly contributed to the underperformance of the PDM, as there has been no structured evaluation to assess the program’s progress or impact on the ground.
While appearing before the committee, the Permanent Secretary of the Ministry of Local Government, Ben Kumumanya, acknowledged the oversight and pledged to raise the issue with the relevant authorities to ensure that corrective measures are taken.
