The Government of Uganda has today tabled the Uganda People’s Defence Forces (UPDF) Amendment Bill before Parliament, marking a significant milestone in efforts to reform military justice and strengthen governance within the armed forces.
The bill was presented by the Minister of Defence and Veteran Affairs, Hon. Jacob Oboth-Oboth, who was accompanied by a Certificate of Financial Implications, affirming the bill’s alignment with national budgetary priorities.
The proposed legislation seeks to streamline the functioning of the UPDF, with particular emphasis on reforming the structure, operations, and appointment procedures of the General Court Martial.
It is expected to enhance efficiency, accountability, and legal clarity within the military justice system.
Following its presentation, the bill was referred to the Legal and Parliamentary Affairs Committee and the Committee on Defence and Internal Affairs for in-depth scrutiny.
Presiding over the session, the Speaker of Parliament, Rt. Hon. Anita Among, directed the Chairperson of the Legal and Parliamentary Affairs Committee, Hon. Stephen Bakka, to lead the joint review of the bill.
She further instructed that a comprehensive report be compiled and tabled before the House prior to the conclusion of the ongoing Fourth Session of Parliament.
