The outgoing Kampala Capital City Authority (KCCA) Executive Director Dorothy Kisaka, her deputy Eng. David Luyimbazi and the Director of Public Health, Dr. Daniel Okello have handed over office to the incoming leaders at the Authority.
The offices were handed over to Frank Nyakana Rusa as the acting Executive Director, Robert Nowera as the acting Deputy Executive Director and Sarah Zalwango as the acting Director of Public Health.
Before handing over their offices they engaged in the closed meeting with the secretary of the office of the president Haji Yunus Kakande and the minister of Kampala, Hajat Minsa Kabanda together with various staffs at KCCA.
The outgoing leaders however didn’t speak to the media after handing over they all left.
Speaking to Minister Kabanda at her office, she explained that they could not allow the media in the meeting because they did not want to exacerbate the situation for the officers.
The outgoing Director Public Health, Dr. Daniel Okello in camera said that they informed the Minister before the Kiteezi incident but Kabanda refuted the allegation, saying her office never received any such letter.
She also noted that President Museveni several times sent over investors who wanted to invest in recycling the garbage at Kiteezi to the outgoing leaders but they were tossing them around.
She also wondered why the outgoing leaders were hiring bulldozers yet they could purchase the bulldozers for the Authority to save the shs 4.1 billion which was spent annually on managing the Kiteezi dumpsite.
On Tuesday September 24th 2024, in a decisive response to the findings of the Inspector General of Government (IGG) report concerning the Kiteezi Landfill disaster, President Museveni exercised his constitutional authority under Article 172 (1) (a) of the 1995 Constitution and dismissed Dorothy Kisaka, the KCCA Executive Director, her deputy, Eng. David Luyimbazi, and Dr. Daniel Okello, the Director of Public Health in the public interest due to significant evidence of criminal negligence.
The IGG’s report clearly outlined the severe oversight and negligence exhibited by these officials.
