Parliament has been blamed for aiding the killing of the tenets of democracy the foundation to growth and development of nations.

Dr. Busingye Kabumba a Law Don at Makerere University in his presentation during the Parliamentary week, has said that over time it has been parliament used to kill the constitution he termed “Constitucide” citing the 2005 and 2017 two safeguards; the presidential term limits and the recent age limit removal killed the tenets of democratic election of leaders.

Dr. Busingye says the autocratic way of governance has died and currently democracy is killed under a situation of undue influence to the MPs who are compromised in all corners forgetting their roles and obligations in Parliament.

He said that the road to democratization process in Uganda is still far from being realized because of the increasing commercialization of politics.

Dr. Busingye said despite the fact that one has to part with over 500 million shs to be elected a member of parliament after the election that person will only look to recovering that money instead of doing the right job designated for a member of parliament.

He explained that the 1995 constitution was short of democratic principles because it never allowed public opinion the Constituency Assembly CA members did not consult members as its alleged in the preamble of the constitution.

He says even the way they were selected they had to have been inclined to the leadership of the time denying divergent views a chance to be in the constitution.

Dr. Busingye says that society should not cry foul because parliament is a total reflection of them.
