he Permanent secretary for the Ministry of Finance, Keith Muhakanizi has for the third time failed to convince the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) why he re-appointed incompetent accounting officers of government agencies and ministries.
Last month, the Secretary to the Treasury was dismissed twice from the committee for failure to justify and also violating the auditor general’s recommendations in the 2015/16 report not to re-appoint 98 counting officers who failed to account for public funds.
Then, the committee chairman Abdu Katuntu directed Muhakanizi to submit a full report detailing each accounting officer with their performance rate which was not done but was granted more time to complete it.
However, the same scenario happened on Thursday prompting Katuntu to caution Muhakaniz to stop wasting their time and gave him the last chance to provide the necessary documents.
