The Shadow Minister for Local Government Betty Nambooze has threaten to petition World Bank to stop any loan funding to Kampala Capital City Authority (KCCA) over the move to amend the KCCA Act feared to leave councilors powerless and extension of boundaries of Kampala.

In the amendments presented to parliament by the Minister of Kampala Betty Namisango Kamya, the Lord Mayor will be elected by councilors and extend Kampala to areas of Mukono, Wakiso, Mpigi, Nansana and Kira municipalities which Nambooze describes as a plot to grab land within Buganda Kingdom.

She has threatened to mobilize the public against the move revealing that she has already written to the Speaker of Parliament Rebecca Kadaga requesting her to suspend the sessions of the Parliamentary Presidential Committee which is scrutinizing the bill.

The Mukono Municipality legislature explains that government through the Minister for Kampala is hatching a plan to create a sub-national government that will be run by Kampala Metropolitan Authority.

Apparently, the MP says, Section 21 of KCCA Act which provides for the creation of the Metropolitan Physical planning authority for merely coordinating development programs has been ignored.
