Kampala Lord Mayor, Erias Lukwago has refused to administer oath to two workers representatives in KCCA.

The councilors; Robert Wanzisu Matukhu and Shamim Nanduala were elected under the local government act.

However, Lukwago argues that the Kampala Capital City Authority act is not clear on the composition of the councillors.

During the council meeting at City Hall today Lukwago said he received a letter from the KCCA Executive Director directing that the two councilors be sworn in.

However, Lukwago argued that the swearing-in was not included on the order paper because their legality is not clear.

Lukwago said KCCA can’t operate fewer than two legal instruments – the KCCA Act and Local Government Act.

Lukwago has in the past repeatedly called for administration of Kampala as a direct in effect of a Constitutional Court ruling delivered in January this year which stated that it is still a district.
