The Kampala Capital City Authority councilors have today been given the opportunity to debate on the authority budget for the coming financial year 2023/24.

 

It should be noted the Minister of State for Kampala Christopher Kabuye Kyofatogabye was accused of smuggling the budget of Shs 423 billion and tabled it before parliament without councilors’ input.

 

This prompted councilors led by the Authority Speaker Zahra Maala Luyirika to petition the Speaker of Parliament Annet Anitah Among expressing dissatisfaction over the ministers action and the speaker promised to solve the anomaly which has been fulfilled.

 

In a debate held at the City Hall today, the authority speaker Luyirika applauded the speaker for respecting the voice of the people and appealed to the minister to respect councilors on various decisions if the Authority is to be of service to the citizens.

 

The deputy lord mayor Doreen Nyanjura put holes in the budget on learning of funding gaps for issues that help the people of Kampala such as gender that include youths, women and people with disability, lack of funds for garbage tractors among others calling for its review if it’s to be a budget aiming at the development of the Kampala City

 

Committing on the funding gaps the executive director of the authority Dorothy Kisaka said most of the government ministries and agencies face a challenge of funding gaps but as they authority they are to prioritize lobbying from developmental partners.

 

Currently speaker Luyirika has pushed the budget to various committees of the authority for scrutiny to come up with a conclusive budget by tomorrow 22nd March when it will be tabled before the council at 10am.
