Uganda Law Society President Simon Peter Kinobe has re-echoed the Chief Justice pleas to government to appoint more judges and magistrates to fill vacant posts in each district to ensure justice.

 

At the Launch of the 2019 New Law year today at High court gardens in Kampala Both Kinobe and Chief Justice Bart Katureebe maintain that the recent ban by the public service commission for Judiciary not to propose new appointments for judges and magistrates is improper and affects timely dispensation of justice.

 

Katurebe proposed that the stuffing of the courts of law can be done in a phased manner starting with at least 10 High Court Judges, 20 Chief Magistrates and 50 grade one magistrates in every financial year.

He gave an example of the High Court which has a backlog of 60,061 cases which he said puts the workload per judge at 1,155 cases per year, 100 cases per month and five cases per day which he said is impossible to achieve.

He said currently there are 11 Justices of the Supreme Court, 12 Justices of the Court of Appeal/ Constitutional Court, 52 Judges of the High Court, 44 Chief Magistrates and 226 grade one and grade magistrates.

Katureebe and Kinobe insist that the appointment of new judges is not optional but a requirement since government has also found it relevant to have a legal officer at every LC1 village court.

 

The  Vice-president Edward Kiwanuka Ssekandi presided over the function praised the Judiciary for innovation by introducing Mobile money plat foam where court fees can now be paid promising to forward their demands to government.
