The meeting between the security minister Gen Elly Tumwine and the parliamentary Humans Rights committee has ended unsatisfactory after the minister failed to answer the questions on human torture in safe houses to their expectation.

On 28th last month the same minister appeared before this committee to explain on the allegations raised by Kawempe North Mp Latif Ssebagala that ISO is using safe houses to torture suspected criminals to the extent of death but the meeting then also ended prematurely after the minister informed the committee that he wasn’t prepared to answer thier questions thus adjourning the meeting to today.

However in today’s responses, Gen Tumwine continued to confirm that there are safe houses located in different parts of the country but didn’t know how many Ugandans are arrested and detained in them.

He also acknowledged that the safe houses are illegally in existence but emphasized there’s no law stopping them from setting them up for security purposes.

Meanwhile Gen Tumwine has also reaffirmed that the committee will not visit these safe house because it will compromise the safety of the suspects who have offered to give information.

He also told the committee which had invited the Director ISO and Special Force Command that they will not attend the committee until the Attorney General advises.

This caused anger amongst committee members forcing the chairperson Hon. Jennifer Nantume to adjourn the meeting amidst arguments.
