The former Bank of Uganda (BoU) Executive Director for commercial banks supervision, Justine Bagyenda, has been dropped from the Financial Intelligence Authority (FIA) board and replaced with BoU lawyer Titus Wasswa Mulindwa.

Parliament’s Appointments Committee chaired by the Speaker Rebecca Kadaga, approved Titus Mulindwa and gave a hard blow to the appointment of the Finance Minister Matia Kasaija in July 2018 which appointed Bagyenda as a member of the FIA that caused uproar in the public following investigations in the dubious closure of 7 banks.

At the time of her disputed appointment, Bagyenda was under investigation by the Inspector General of Government (IGG) over allegations of illicit accumulation of wealth.

Now FIA is fully constituted with board members approved by Parliament including Leo Kibirango as chairman, Patrick Ocaillap, deputy secretary to the treasury and Grace Akullo, CID Director.

The FIA was established under the Anti-Money Laundering Act, 2013 to combat money laundering activities.
