The parliamentary probe committee or CHOGM expenses has unearthed shocking revelation regarding street lighting in Kampala city.
Appearing before the committee, the ministry of works Permanent Secretary Charles Mubanzi and Kampala City Council engineer Waiswa Nalubayo revealed the flaws and irregularities that marred the bidding process before tenders were awarded.
KCC, which had the statutory mandate to erect the lights before CHOGM, had estimated the entire work to cost Shs 3.4 billion, and had already, secured Shs 1.2billion.
The committee heard that, with a few months to the summit, the works ministry took over the project citing what Mubanzi described as “gross incompetence in KCC” and inflated the cost to Shs 19billion, four times as much.
It was also discovered that, despite the bidding still going on then, Dott Services had actually began doing the work on behalf of KCC.
To the surprise of committee members, KCC engineer, Nalubayo seemed oblivious of many quotations in the report as he many a times consulted his colleague one Eng Kaaya, who was not also able to proving binding answers.
The committee ordered PS Mubanzi to report back on 22nd this month with backing documents on who mandated him and his ministry to usurp KCC powers.
