The Parliamentary Public Service and Local Government Committee has started discussions on the Kampala City takeover Bill 2009. The Bill raised mixed reactions when it was tabled.

The sitting, chaired by Kalungu West Member of Parliament Anthony Yiga left without reaching a compromise with the opposition MPs saying NRM wants to “salvage the sovereignty of the electorates within Kampala.”

Makindye East MP Michael Mabikke said appointment of the local government minister and the Executive Director by the Central Government is meant to “disenfranchise Kampalans” and grab other areas.

The Bill calls for the extension of Kampala to Mukono and Wakiso.

MP Mabikke wants the discussions on the Bill stayed, until Mengo concerns are settled with the central government.
